Toasts are really only given in formal contexts. In that case you'd say something like.
"excuse me everyone, I'd live to give a toast. I wish Sarah and Brandon nothing but the best going forward. May their marriage be a happy one filled with joy (and so on. Toasts can often be pretty long). *raises glass* To Sarah and Brandon!"
Everyone else: *raises glasses* "To Sarah and Brandon!"
In a casual cheers with friends you'll usually just raise your glass and say "cheers" then touch glasses with everyone

"Let's say cheers" or just "cheers" is what you'd say among friends. Usually you don't say cheers "to" anything. You can, but it feels a bid old fashioned? Formal? Like something out of a movie.
In a more formal situations you could make a toast. This is when one person stands up and gives a small speech, then everyone says "cheers." In that case you can say "I'd like to give a toast." If you say that to your friends though they might groan haha

@juanpadillameza No, "cheer up" is completely different. It means "to become happy."
I'm sorry you had a bad day at work. Let's watch a movie to cheer you up
