No, the are the clerks. The official is probably the presiding official -the one in charge (in contrast to the clerks) who performs the ceremony, if they are married at city hall (a civil marriage instead of a church or temple marriage). OR, it may be the senior clerk who approves the application, and signs it on behalf of the city.
If you need, you can refer to "the staff in the marriage bureau" and let the clerks figure it out when the couple brings in the form.

They need to get the clerk’s office, schedule an appointment for the ceremony, possibly turn in a doctor’s note to make sure their blood types are compatible to prevent a “blue baby” (the blood types don’t match and the baby can die; the hospital can prevent this but they need to know on advanced). Then the couple meets the official, who has a license to perform marriage ceremonies).
The official performs the ceremony, signs the form, the couple brings the form back to the clerk. The clerk puts the seal of his office - his marriage bureau on the marriage application. Once the seal is on the form, they are married. The clerk will enter the information**** in the city’s records. Someplace in here, the couple pays the fees.
There are usually some photographers around who may rent a booth in the building. There are usually flower vendors outside. Red roses are the symbol of love.
Most marriage bureaus close at 4 or 5 pm. Keep that in mind for their dinner plans.
