「明日の発表は私がすることになった。」
この場合、もともと誰が発表するかは決まってなかったが、私がすることになった。
または、違う人が発表する予定だったが、(なにかの事情で)私が代わりにすることになった。
「明日の発表は私がすることになっている。」
この場合、以前から私が発表することに決まっていた。
という風に意味が異なります。
