They mean roughly the same.
Section is more technical and would probably have more definite boundaries.
Stretch is is more colloquial or casual. It doesn't have exact portions.
The difference is subtle, but it is more how you are thinking of the road. A section is a smaller piece of a larger road. A stretch focuses on the specific part it refers to. In both cases either is true, but it's how it's being thought about in the moment.
"The section of Allen Drive between the Park and the stop light."
"The stretch of county highway B north of town. ""
In my examples, you could switch section/stretch without changing meaning, nor would anyone really care. Ultimately it is about what tone you want to set and what sounds best to you or your audience.
