You probably want "I wish I could play soccer with THE (or THIS) ball that I bought", which would mean 1. You have a ball, and you want to play with it.
To say 2., you could say "I wish I bought a ball so I could play soccer." or "I wish I could play soccer, but I didn't buy a ball."
