Generally a person can't "drag on." Something that "drags on" takes a long time, and is usually very boring: "His speech dragged on for a whole 45 minutes."
A person who is "dragging their feet" is deliberately being slow, usually because they're doing something they don't want to do: "She knew she had to finish her essay, but she was dragging her feet because it was her least favorite subject."
