Their child is at the stage "where" she can say individual words but not full sentences.
Is 'where' correct here? Why not use 'when' instead of 'where'? In my opinion, "the stage" here means the time when child can't speak full sentences. Am I wrong?

"Stage" in this context means the "extent of one's ability." Think of it as "level."
ex.
"I'm at the stage where I can freely play the piece without looking at the sheet music"
