Memorizing will get you one hundred percent in a test where all you do is rattle the information you have memorized.
Learn something by heart is more of an idiom. UNDERSTANDING what you have memorized, and applying it in your repository of knowledge and inputted information to come to the same conclusions as to what to do next.
Example;
The piano player had to learn the piece of music by heart so he could perform it.
