Я люблю тебя - акцент на слове "люблю"
Я тебя люблю - акцент на слове "тебя". Значит "люблю именно тебя".
Например, девушка говорит своему парню, что видела его с другой девушкой. Парень девушке говорит "я тебя люблю, а не её"

@munsu-park In Russian rules about word's position in sentence are much less strick than in English or Korean. Both your examples can be used and they mean the same. The only thing that might help you - the last word in the sencence will probably have the biggest meaning.
Я люблю тебя - I love YOU
Я тебя люблю - I LOVE you
Тебя люблю я - You are loved by ME

I guess there is a difference about topic of the sentence, which changes depending on position of the words. Я люблю тебя - I Love you (Love as a feeling is the main point). Я тебя люблю (I love You, not somebody else, especially if you're putting emphasis on тебя). But I'd say, generally, those phrases are identical, as word order in Russian is not that important sometimes, as it is in English for example.
