"также" используется при перечислении разных действий, которые выполняются одним субъектом.
Например,
"кошка ест мышей, но также охотится и на птиц" = (ловит и охотится)
"тоже" используется при перечислении субъектов, выполняющих одинаковые действия.
Например,
"кошка ест мышей, змея тоже ест мышей"

Если использовать формулу SVO (subject verb object), то конструкцию с "также" в простом случае можно описать формулой:
S V1 O, также V2 O2
В случае с "тоже" формула будет другая:
S1 V O, S2 тоже V O
