@xujiang833 I would translate it as such:
“From my rearview mirror, I could only see two people in the backseat. They were the same two people I saw when we arrived.”
Or, if you would like to keep it as one sentence and keep the emphasis of 还是, I would use an em dash like so: “From the rearview mirror, I could only see two people in the backseat—the same two people I saw when we arrived.”

@xujiang833 你写的本句也行！Would just need to revise it to: “From my rearview mirror, I could only see two people in the backseat, just like what I had seen when we came.”
But it does not have the meaning that the two people are the same two people you saw when you came. It is more like 像我们来的时候一摸一样有两个人 instead of 还是我们来的时候的那两个
