Using "to have" indicates general possessiveness, whereas "to have with" indicates that you have it with you on your person (i.e. you're carrying it around).
For example, if I were to say "I have many books," that would mean that I own a lot of books in general, like at home. However, if I were to say "I have many books with me," that means that I'm carrying around several books, likely in a backpack or something. Additionally, if I were to talk about a living thing as opposed to objects, such as saying "I have my friend with me," there it would then mean something more like "I brought my friend along."

1) ‘have’ is in general. if you want to make sure the people you are talking to know you have the thing with you, use ‘have with’.
2) for example: “i have a dog” means you have one but not emphasizing where, just that you have/own one. as with “i have a dog with me” you emphasize that the dog is with you.
3) if someone asks you where your dog is maybe, you can say “i have it/her/him with me”
assuming someone asks if you have something like a dog, same as “i have it with me”.
saying “i have something with me” is like a surprise to the person you’re talking to.

2) Not quite—you should only use "to have with" in this context if it's something tangibly with you. Ideas and plans are abstract concepts, so they're not really applicable here.
