In this sentence, what does 'as early as' mean?
She became a writer as little as 17.
I think in this sentence 'as little as' is also used in a similar way, but I don't get what
'as adjective as' in these sentences exactly mean.

It's a formal way of saying one of two things:
1. "Look how (adjective) this is!"
2. The highest degree of that adjective. (The earliest, latest, youngest, etc.) So, the earliest Japan might release Fukushima water is spring. The youngest age that she became a writer was 17.
