"to see" is a passive action. When you open your eyes you see something. When they are closed you can't see anything.
"to look at" is to fix your attention onto something specific. To choose to see something specific.
"I can't see the store sign."
"I don't see my brother yet."
"I see a cat".
"I am looking at a cat." (Not "I look at a cat", because that sounds strange, unless you just stare at this cat often.)
I look at art often.
"I am looking at the mountains."
"I'm looking at the sky."
"I see all of the fireworks."
