Technically it means a group of things bundled together for shipment, but now can refer to a single item which prepared for shipment. Perhaps « parcel » connotes a smaller package. But something very large, or consisting of a group of packages or parcels would be a « shipment. «  Package can refer to a group of things presented as a bundle, but not necessarily for shipment, ie a vacation package that includes hotel, airfare, and ground transportation. To package as a verb would only refer to this - the travel agent packages together the components. Slang: « He’s smart, successful, good looking, and kind—the total package. » Vulgar, « and, he’s well-endowed with a big package. » Parcel as a verb means to divvy and distribute -e.g. when we get the list of sales leads, we parcel them out to the regional salespeople based on territory. Parcel can also mean a tract of land. Idiomatic expression « part and parcel of » means an integral or naturel characteristic of something.
