Technically – railing is any type of stiff material which forms a long, linear thing of any kind.
The things that ordinary trains ride on – railing.
Handrail separates out a particular type of railing, and indicates that one is able to use their hands on it – but in practice, people use railing and handrail interchangeably and it doesn’t matter.

A handrail is a special case of a rail or railing.
A handrail is a rail meant to be held by the hand while moving on a staircase, escalator or path.
Some rails are meant to keep people from falling over an edge, for example, not specifically to hold while walking or moving. Those would probably not be called handrails. But I don't think it matters much.
So on an escalator, you can say rail, railing, or handrail.
