I would need more context. A flash drive is usually smaller and a usb drive is bigger

I didn't know about that difference because we use the same general term in Russian -- * флешка

Оба они по сути flash drive, для хранения данных они используют технологию flash memory.
Конечное название зависит от того, в каком виде выполнено устройство. Если оно подключается по usb, то называется usb flash drive (или просто usb drive), если выполнено в виде карты памяти, то это SD card. Но всё это так или иначе flash drive.
Предположу, что под flash drive имеют в виду всё, что без usb (а это в основном карты памяти, которые в телефонах используют), поэтому вам ответили, что usb drive обычно больше по размеру.
