In this case, I think they might mean "low" in the sense of having a low pitch, not talking quietly. For example, men's voices are usually lower than women's. But I'm not sure why something called "Giggle Cream" would make you speak either quietly or with a low pitch (giggling is usually higher-pitched than normal speaking).

Low is not whispering. It means a low voice, the opposite of a high voice.

@ObstreperousB I think Giggle cream makes you look weird cause it is a drug and it's an analogy with a balloon filled with helium that can change your voice if you inhale it, so here a low talking means a tenor or a bass voice and a high pitch or alto when you inhale helium in lungs

@yourubemoney That would be my guess, but there isn't really enough information to be sure what they mean. If there were a low-pitched voice in the video, then it would be obvious.

@ObstreperousB I think both of your were right about a low pitch instead of not whispering, cause it is most likely an analogy with inhaling helium or glue
