Hey, how is it going! If someone says "I wanted to go to an overseas university" that means that person wanted to go there in the past? For exemple "I wanted to go to an overseas university when I was a teenarger". Or that means that person would like to go there (in the future)?

Yes and no, and both. This can get a little complicated.
Adding "ed" does make a word past tense and you could be talking about the distant past (as a teenager) or the recent past (yesterday or this morning) but still referring to the future.
"I wanted to go to Mexico City for vacation this year but did not have enough money so I decided (past tense) to go to Florida instead."
You are referring to the past (recent) but talking about the future.
As in your example, "I wanted to go to an overseas university but decided to go to a local university instead. I start classes in the spring."
