The last two mean the same thing and are more informal names for cheap people. Frugal is a more formal adjective to describe a person who is sparing with their money.
“She was very frugal when choosing a restaurant that wouldn’t cost too much to dine at.”
“He was a cheapskate/penny-pincher for not buying his friends birthday gifts when he had plenty of money.”
