I would say:
" I am learning English, I exercise everyday even if just a little.
Once I set my goal; I do my best to maintain the same pace regardless of my condition, "

If I understand what you’re trying to say, I think I might say it this way:
I work on learning English and I practice a little every day. Once I have decided how much I should do per day, I try to keep the same pace, regardless of how I’m feeling.
