Yes. They left it out of the original sentence. But, replace “outcast” with “artist” and it is a little clearer.
“The artist who created out of a profound passion.”
As opposed to “the artist who created because it was his job.”
I think they also say “created” because they’re talking about all kinds of artists - painters, composers, writers, etc.
So, they couldn’t say “painted out of a profound passion” because they also mean “composed music” and “wrote poetry”, etc.
So, they say “created” to encompass all of those arts.

I think they’re saying:
They created art with a profound passion.
They sacrificed everything to create this art.
They were separate from normal society.
They were so passionate about their art, that it was the only important thing to them. More important than social status, money, etc.
Prior to this time, artists were more part of an established society. They worked for the king or something.
