Both can be used. "Out of work" and "out of a job" are fine, but "out of work" is a slightly more professional phrase.

the words overlap in meaning, but also have different meanings.
work can mean labor, effort, force
it is often a larger topic
job can mean post, position (especially non-life-career type)
that's why you say out of A job, when can probably get another
out of work feels like a whole area of jobs are unavailable
