これだけ見ると、問題がよくありませんね。文法的にはAもCもDも正解です。内容的には、Cが一番いいと思います。
ただし、もしこれが長文読解で、この問題の前にある文章に「日本では北のほうで雪がふる」という内容が書かれているなら、答えはAです。

@yuri128 文章には確かに「日本では北の方では雪がたくさん降ります」と書かれてあるが、Aだと北の方では降るが、中央部や南の方は降らないというニュアンスがあるのでちょっと不適切のではないのかなと思いました。

@nozomiliang そうですね。「たくさん」があるのとないのとでは意味が違います。問題がよくありません。または、書かれている答えが間違っているとか。
