They are the same. But, it's "if it's possible" and "if at all possible". They have a slight difference in how you'd place them in a sentence.
"If it's possible, I'd like a room that has view."
"I'd like a room with a view, if at all possible."

Actually, when I think about this, you could reverse this, and it would be fine.

Are there different nuances of possibility (at least as imagined by the speaker) depending on whether “at all” used or not?
