That's an even tougher question.
I think it's a little of both.
It's informal, so it just doesn't give the exact same warm feeling as "home" but there is definitely a little of it since it is always "my place" with a little emphasis on it being "mine"
There are times when it can replace both house AND home.

"At" when you are referring to the place you live.
"I'm at my place right now."
"We're at Tom's place right now."

If you are talking about a situation instead of a house.

@FushigiNashi What if I’m not talking about my house or my situation? I’m just talking about a location. For example:
They were ____ the same place.
They were in the same location. Which preposition would you use in there?
They were ____ the same place.
They were in the same location. Which preposition would you use in there?

In that sentence, I would still say "at" is best to imply location.
"In the same place" would be more likely to mean they were both in similar situations (low on money/thinking similarly, etc...)
