Actually I used to work as a communications professional for a foreign government, so if this is your job, I completely understand your problems 😁
Japanese slogans express uniquely Japanese feelings. Truthfully, the best solution is often to completely re-write in English, and not worry if it is a translation, or just a similar sentiment.
How about:
a City that brings community together through common understanding. (very formal sounding)
Or
A community joined together in kindness. (more informal, warm sounding)
