Sort of, it depends on how you say it.
Whatever it takes – it is impossible to misunderstand this. You will do anything – absolutely anything.
But if you just say – whatever – that could literally mean, like, whatever… If you say it the wrong way, it could distort the meaning completely.
That is why I gave the answer that I did.

The second one is simply a lazy, slangy contraction of the first one. It sounds terrible – why not just say the first one, and be clearly understood?
