It means “brother” and may refer to a friend you consider as close as a brother. :)

It’s short for “brother”, but it is also slang for “friend.”
Hey, bro, what’s up?
But, as for “bro…”
It can, if said with the right inflection mean, “man, that is messed up!”
(Or That’s really crazy, or weird, or amazing, or incredibly NOT ok).
Just by saying
“Bro…”

"Bro" is short for "Brother" and can be used as a title or status, typically for a friend.
More commonly, it's a pronoun and a way to get someone's attention.
It's good most of the time, however if the speaker is angry it can be bad:
"Alright bro, you want to fight?"
