Is there any clear difference between nouns that is follwed by "to do" and nouns that is followed by "to doing".

This is what I was able to find online, but as it says, it’s only a sample list. I’m sure there are a lot more nouns that should be followed by gerunds.

“Key to” and “alternative to” should be followed by nouns. “Doing” is a gerund (a verb that acts as a noun). Any verb that comes directly after “key to” or “alternative to” should be a gerund.
“Ability” and “plan” are never followed by gerunds. I don’t know if there’s a specific rule that will help you determine which nouns should be followed by other nouns/gerunds and which shouldn’t, but I hope my explanation was at least a little helpful to you.
