Law is a very general term. An ordinance is a kind of law limited to a city or municipality. You can replace it, but "ordinance" is a more specific word for the law mentioned in your passage.

また、専門的な話になって恐縮ですが、ご説明ではordinanceは「条例」、lawは「法律」に該当しそうです。条例は、地方公共団体(東京都とか大阪市とか)が制定する法規範を指すのに対して、法律は、国会(日本国)が制定する法規範を指します。当然、東京都の条例は東京都だけに適用され大阪には及びませんが、法律は日本全国に適用されます。

では、州制度を採用しているアメリカではどうなんでしょうか。ニューヨーク州が制定する法規範は、何と言いますか。ordinanceですか、lawですか。例えば、according to the New York law, ... みたいな表現をしますか。🤷

アメリカ（US）には、さまざまな種類の法律があります。「Federal Law」は、US内のすべての人に適用されます。アメリカには50の州（states）があり、それぞれに独自の法律と裁判所の制度があります。各州の法律は「State laws」と呼ばれています。「local laws」は、counties、cities、municipalities、towns、townships、villages in each state、commonwealth、territoryのための法律です。

ニューヨークはアメリカの一部なので、「Federal Law」に従います。しかし、ニューヨークは州でもあるので、州独自の法律もあり、それが「State laws」です。この「State laws」は、ニューヨーク州でのみ適用されるもので、他の州の法律とは異なります。ニューヨーク州には、いくつかの市や郡（New York CityやFranklinvilleなど）があり、そこにも「ordinances」や「provisions」などの独自の「local laws」が存在します。

ですから、ニューヨークという州（state）のことであれば "New York State laws"、"New York law"と言い、ニューヨーク市のことであれば "New York City ordinances" と言ったほうがいいと思います。

@Jean_G これ以上は専門的な話になるのであえて踏み込みませんが、日本でも法令用語は厳格な定義づけがされている場合が多いので、事情はアメリカでもおそらく同じだと思います(ただ、アメリカはイギリス法を引き継いでいるので、日本以上に成文法よりも裁判所の判例がとても重要になってきますが…)。例えば、「又は・若しくは」「及び・並びに」は法令用語として厳格な使い方があります(一般の人はそんなルールは当然知りませんね)。
