"either" and "neither" are both very similar but "neither" is the negative form of "either"
Example:
"You can either choose blue or green"
> Either gives the person 2 choices. In this sentence, the choices are stated; blue and green.
"Neither blue or green can be chosen"
> Neither basically means not either. Saying "neither blue or green" tells the person that "blue or green" cannot be chosen.
"You both can either go to your room or write an essay. But neither of you can use your devices for the rest of the week. No buts!"
> Both either and neither have been included in this sentence. "Either" suggest a choice of going to their room or write an essay. But "neither" refers to the 2 children by basically saying "not either (neither)". So "neither" is explaining to them that they cannot do/say/act something.
