"Folksy" usually means old-fashioned and like a regular person, not fancy or special.
Being folksy might be seen as good in some situations, but in other situations it might be inappropriate.
Examples:
My grandfather was always folksy. One time he met the governor and he told him a joke. The governor laughed, because he liked that kind of humor.
Jennifer visited the White House but the people there thought she was too folksy. It made her seem unintelligent when actually she was very bright.
