Hi!
Is this style of negative construction still common in England/USA?
Do you often use it?

For example : Don't you remember - Do you NOT remember?

Is "do you not" still common in 2023?

“Don’t you remember?” or “You don’t remember?” are very common in the US.

I don’t recall hearing “Do you not remember?” in a conversation I’ve had.

i’d say it’s still pretty common. i in particular use the non contracted version (do you not…?) for emphasis, to convey shock or exasperation

for example, if i’m talking to someone about a movie i really like and they seem lost, i might say “wait, have you never seen it before??”

or if i’m talking about in object in view that seems to be in plain sight but someone is failing to see it, i may say “do you not see it?? it’s right there”

@aliyakrushnic makes a very good point that the “do you not” phrasing is used for emphasis pretty regularly. I hadn’t considered that one. 👍🏻
