Yes, but it has a subtle difference. You "live on" food, and you "live off" the source of your food. For example, "he lives on pan and coffee." "He lives off his girlfriend's money."
There's also a bit of a negative connotation when you say "live off something." It somehow means that the person is entirely dependent on someone or something, and they're not putting in any effort or contribution.
