This is just based of my understanding. But hopefully this could help you. :)
COMPREHENSIVE
- is broadly or completely covering.
EXAMPLE:
1. She taught French at Cheam Comprehensive in South London.
2. He left comprehensive school at the age of 16.
3. Comprehensive coverage protects against damage to your automobile from acts of nature or other events not associated with operating automobile.
INCLUSIVE
- is including (almost) everything within it's scope.
EXAMPLE:
1. A standard double room is 278 a night inclusive of breakfast and dinner.
2. I've gone to great lengths to be inclusive of all viewpoints.
3. You have to be inclusive of everybody.
