There is no specific difference per se. They basically express the same thing.
When someone says it will "take a good whatever" it means it will probably take whatever the next word is.
"It will take a good rain to break this drought."
"It will take a good spanking to get him to behave."
So to say it will take a good year means about a year, more or less. Which in this context means at least a year - could be a bit more. Time will tell.
