"an apple" starts with the sound of a vowel
"an eggplant" starts with the sound of a vowel
"a ukulele" starts with the sound of a consonant (/j/, like "you")
"a cat" starts with the sound of a consonant
so generally, words that start with a- e- i- o- u- will have "an" preceding them, but there are a few exceptions (mostly loanwords or words with sound changes throughout time)

It is more proper to say “An” but both are commonly used.

You use AN before a vowel, so it’s AN intermediate-level quiz and AN eleven-year-old boy. It’s very hard to say A eleven-year-old boy so you almost never hear it.
