I would say they are the same thing! However, lets say you are calling someone over and you are trying to catch their attention, in this case it would be best to say “over here!” rather than “here.” Also if you are trying to show someone where a restaurant is or where your home is at, you'd say “it's over here.” You should be fine with whicher one you say though.

You can use these two interchangeably. “Come and sit over here” sounds more friendly and can be used with strangers or people you are close with. “Sit over here” can be used for close ones and friends. But again, you can use either of these phrases!

@julie2210 the first way is slightly more polite and sounds more like inviting someone to sit there (but the politeness also depends on your tone of voice). the second way is more casual and less polite and is more like telling someone a command.
