Should native English speakers planning to move to Japan learn Japanese? Or should Japanese strive to speak English, a global language, so foreigners who understand it unnecessary to learn Japanese language?

I am confused in my thinking, so please help me to organize my thoughts.

"Japanese" as a noun sounds old-fashioned. It is only used as an adjective in contemporary English.
(Same with "Chinese", "Vietnamese", anything ”−ese".)
...so that foreigners who understand it *don't need to* go out of their way to learn the Japanese language?
(unnecessaryを使うのであれば、to learnを主語にしなければならないんですが、そういう言い方も状況に大して合っていないと思いました。)

Foreigns who plan to move to another country should learn the language of the contry, not the other way around.
The government is only responsible for part of one's education on a foreign language, as its not required for most daily activities and therefore often doesnt give a return to the person studying it or the country. Its not possible to teach every Japanese person a high level of english at school for example, that would cost millions, and most Japanese wouldnt use the English they learned. Why someone who sells soba, or fish for example should learn english? They will only get foreign customers a few times in their lives, if ever.
Japan is currently ranked very low on English Proficiency among non-English speaking countries in Asia, so they should improve their classes to give better quality of life to the people. However, its never an obligation of the local folks to learn a foreign language, its merely an option, foreigns are the ones who should learn a new language as its their interest to communicate, and live among others who are different from them.

@KurtScaze Although countless TOEIC (Test of English Proficiency) related and English conversation books are lined up in bookstores and many teachers have come to Japan from English-speaking countries, many Japanese are still not good at English. In fact, this state of affairs may be more favorable to those who make money in the English language business.
