They're pretty much the same. "I am no expert" is usually followed by another sentence, like; "I am no expert, but...." to show that you're not an expert about something, but want to say your opinion about something anyway/giving the information you do know. And, I kind of feel like it gives a little more emphasis, like; "Keep in mind, I'm no expert, but...". You can say "I am not an expert, but...." as well. But "no expert" feels a little more emphasised and common to say. I hope I made sense

Slight difference. Usually forms with "no" are more empathic.
You mean "a" and "no"? No, "a" is the indefinite article and "no" means "not a", "not any".
