@melody931114 You're welcome. I'd say it's more like "at that moment" or "at which point". According to Cambridge, where can be used to refer to a particular stage in a process or activity, as in "I've reached the stage where I just don't care any more". So, I would guess that in the sentence you are asking about, "where I was like" = "and at that point I said". I hope this helps but let me know if you have any more doubts.

I would guess that this is from a conversation where the speaker is telling a story and they want to say what they said or did in the past. For example, Person A & B are talking. The next day Person A tells Person C: "Person B said the picture was beautiful" where I was like "No, it's ugly"! It's an expression used in spoken English for reported speech. It isn't something you would write on an exam.
