"фонарь" - искусственный источник света, устанавливаемый для освещения улиц, дорог и т. п. в тёмное время суток.
"лампа" - настольный осветительный прибор.

Фонарь - lantern or street lamp/light (also we can call an electric torch / flashlight фонарь, but I think we use the word фонарик for that more often; l would say фонарь if it were a really big one)
Лампа - lamp (in any of these⬇️ meanings; so it can be настольная/напольная лампа, газовая лампа, керосиновая лампа, флюоресцентная лампа, бактерицидная лампа, and so on)

In addition to the above, we also call an electric bulb лампа/лампочка.

Yes, that’s true! But I’d like to clarify that most of the time in everyday life we call it лампочка (“лампочка перегорела”, “нужно заменить/поменять лампочку”, etc.)
For example, “В этой лампе 🛋 перегорела лампочка💡, нужно её поменять.”
