"agree with this view" is correct.
"agree on" is used differently. It means "agree regarding". For example:
- agree on this point
- agree on this matter
- agree on this subject

Agree with is passive - you are agreeing with someone else's articulated position. I agree with everything she said. One thing I can agree with is the hotel's policy toward pets. I agree 100% with what you said in your speech.
Agree on is active - you and others have come to consensus on a point or have discovered common ground that already existed. We agreed on 4pm as the start time for the weekly meeting. We talked while we were in line, and one thing we can agree on is we both hate spinach..

@hhoc2000 mainly that it’s not a position two people arrived at together to agree on; rather one person stated his position, and the other agreed with it.
