Number 1, as both heard and has is past tense. Have is present tense.
From "I" to "family" you are describing your past experience, "now" is only added because you are retelling this old information to a new person.
However, sounds more native to not include "now" as it gives the sentence more than one tense.

Below is my understanding.Is this right?

②I heard her cry⭕️→I actually heard her crying. So I don't have to use "cries" like No.4.
③I heard she cry❌→Subject is one person.So I have to use cries like No.4
④I heard (that) she cries whenever she fails something.⭕️

1. Correct. It means that I heard that now my former wife/husband is married with a family. (Supposedly married! You don’t have to be married to have a family these days 😂)
2. I heard her crying = she was in the middle of crying when I heard her (I heard her crying so I went to help her.)
I heard her cry = she was finished crying when I heard her (I heard her cry. I didn’t know what to do.). There’s a subtle difference
