Usually they are used to compare two different time periods.
So you could be comparing how hard it used to be to get clean water 400 years ago versus now by saying
“In those times you had to dig a well and pull water from the ground in a bucket and carry it home. Nowadays, you can just go to a store and buy a bottle of water”
“In those times” meaning 400 years ago and “nowadays” meaning the current time.
You can also use “In these times” to talk about similar events that have happened many times in history.
So if we are talking about the Covid virus and comparing it to other times of emergency like natural disasters (floods, earth quakes, hurricanes for example) you could say
“The Covid pandemic has been hard for everyone but IN THESE TIMES it is important to help one another”
