"On record" implies "since we have been keeping records" - which, is definitely longer than ten years. So, for that reason, it seems unnatural.
The weather forecast predicts that the biggest blizzard on record will occur this weekend.
Or:
The weather forecast predicts that the biggest blizzard in ten years will occur this weekend.

@nomadatlatl Ehhhh, sort of? They don't really keep 10-year "records", so I don't think they would say "record" there. Maybe? But, it's a little off to me.
"Highest in 10 years."
"Highest snowfall in 10 years."
"We're expecting a 10-year high."
"You'd have to go back to 2013 to find numbers like we're likely to see."
"More snow than we've seen in a decade."

We definitely like our "records" to be all-time. Since forever. The whole reason they say "on record" is to stave off the folks who would say, "Oh yeah, my great-great-great grandpa wrote in his journal that they had 147 feet of snow during the winter of 1856!"
That would bug people. That this "record" snowfall wasn't actually the MOST EVER.
So, they say "since we've been keeping records! That's all we have confirmable data for, so those are the rules, cool?"
