Tom plays baseball on Sundays = Tom plays baseball every Sunday
also, if you say "Sundays" and not "Sunday" in the first sentence, then saying "Tom will start playing baseball on Sundays" sounds more natural
it means Tom is going to start playing baseball every Sunday, but he hasn't yet
