breaking it down, there is "where" which is a question word, so the form is switched for questions
will he go? (Q)
vs
he will go (statement)
this is the simple future tense
the only tense which uses the -s or -es is the 3rd person singular and then ONLY in the simple PRESENT tense
(he goes)
since that is the wrong tense, as mentioned, #2 is incorrect even though it is 3rd person singular

A:My date slapped me in my face.
B:Is it true? or Is that true?
Which one is correct?
- English (US)
they mean basically the same thing, so both are correct.
there is a slight difference of reference:
"it" can refer to anything previously mentioned, or just a generic idea (either can fit here)
"that" would refer to something IMMEDIATELY previously mentioned or pointed out..
