So, 2 and 4 are most COMMON. However, 1 is perfectly natural. It’s just like you said; it’s for emphasis. Here’s a situation it may come up in:
A: Hey, would you mind photocopying these documents for me? I need them for a project.
B: Sure, no problem.
A: Thanks. Would I also be able to get you to staple them together?
B: Now that I can’t do.
A: Aw, why not?
B: I’m out of staples.
In this situation, B has agreed to do something first, but the second request he can’t do. So he puts emphasis on THAT being something he can’t do, whereas the first request he could.
I think it’s sort of like how が puts emphasis on the subject of a sentence. Like if someone wants to know who you are, you might say, 「私はPetitです。」(I know 私 is often left out, but humour me a moment.) But if someone wants to know who in the room is Petit, you’d say, 「私がpetitです。」Like saying, “I’M the one who is Petit,” instead of just, “Hey; I’m Petit.”
So saying, “That I can’t do” is emphasizing the fact that what the person asked you to do is particularly something you can’t (or won’t) do. Does that make sense?
In this scene, that’s what it is. He’s emphasizing that removing the restraints in particular is something that he can’t do; or that he simply doesn’t want to.
Oh, and as for 3… we never say it like that. Hope this helps!
